Bowen Garrett is an economist and senior fellow in the Health Policy Division at the Urban Institute. His research focuses on health reform and health policy topics. He leads development and application of the Medicare Policy Simulation Model (MCARE-SIM) to estimate the effects of Medicare policy reforms. He previously designed and led development of the Health Insurance Policy Simulation Model (HIPSM) used to estimate the likely effects of the Affordable Care Act (ACA) and other health reform proposals. His research has examined effects of the ACA on labor markets, Medicare's prospective payment systems, and health insurance markets. His current work focuses on Medicare financing and Medicare Advantage. He is a research associate in the Info-Metrics Institute at American University and has taught quantitative methods and economic statistics at Georgetown University. He was a post-doctoral research fellow in the Robert Wood Johnson Foundation's Scholars in Health Policy Research Program at the University of California, Berkeley (1996-1998), and received his Ph.D. in economics from Columbia University in 1996 and B.A. in mathematics and economics from Rollins College.
